Insider Threat Detection: Building a Program That Actually Works

The attacker already has valid credentials. They sit two desks from your CISO, know your network topology better than most of your contractors, and have legitimate reasons to access the systems they're in. Insider threat detection is one of the most operationally difficult challenges in enterprise security — not because the technology doesn't exist, but because building a program that actually catches threats without destroying employee trust requires a fundamentally different approach than perimeter defence.

This is a step-by-step resolution framework built from real engagements. It covers everything from defining your insider threat taxonomy to deploying UEBA baselines, correlating HR signals with technical indicators, and running a privacy-preserving investigation when something fires.

Beyond the familiar risk vectors, Shadow AI has introduced a new blind spot that most programs are not yet equipped to address. Employees pasting sensitive customer data, source code, or M&A information into public LLM interfaces — ChatGPT, Claude, Gemini — represent an unmonitored exfiltration channel that bypasses traditional DLP controls entirely. We are seeing this in nearly every engagement we run that includes an insider threat component.

Why It Remains Unsolved

Most organisations have some level of insider threat tooling deployed. The gap is not technology spend — it is architecture and integration. Several structural problems prevent existing investments from producing reliable detections.

  • Tools designed for external threats. SIEM rules, IDS signatures, and firewall logs were built to detect attackers operating outside normal access patterns. Insiders are already inside. Their activity looks like work.
  • Authorized users inside normal boundaries. A finance analyst bulk-downloading spreadsheets at 11 PM before a quarterly close looks identical to the same analyst doing it two weeks before their resignation date. Context is everything, and most tools lack it.
  • Only 21% of programs integrate HR signals. The single most predictive data source for insider threat — performance improvement plans, disciplinary actions, resignation dates, contractor end-dates — sits entirely outside the security team's visibility in the majority of organizations.

  • Privacy and ethics constraints. Reasonable concerns about employee monitoring limit what organizations are willing to deploy, often without a clear framework for what is proportionate versus invasive.

Define Your Insider Threat Taxonomy

Before deploying a single tool, your team needs alignment on what you are actually trying to detect. Insider threats are not monolithic — and a detection approach that works for malicious insiders will miss negligent ones entirely. The three categories require different data sources, different alert thresholds, and different response playbooks.

Type 01
Malicious Insider

Intentional harm: IP theft, sabotage, fraud, espionage. Often triggered by a life event — termination, demotion, financial stress, recruitment by a competitor. Signals appear in both HR data and technical logs.

Type 02
Negligent Insider

No malicious intent, but actions create material risk. Misconfigured S3 buckets, emailing sensitive data to personal accounts "for convenience," clicking phishing links, using weak passwords. The most common type by volume.

Type 03
Compromised Insider

Legitimate credentials in the hands of an external threat actor. Account takeover via credential stuffing, phishing, or social engineering. Technically an external attack but behaves like an insider once inside. Requires different baseline logic.

Document your taxonomy and circulate it to HR, Legal, and IT leadership before any tooling goes live. Shared definitions prevent later disputes about what the program is actually authorised to detect.

Establish Behavioral Baselines with UEBA

User and Entity Behavior Analytics (UEBA) is the foundation of any mature insider threat program. The core principle is deceptively simple: you cannot detect anomalous behavior without first knowing what normal looks like. In practice, establishing meaningful baselines is where most deployments fail.

Role-based baseline construction is the correct approach. Generic organisational baselines produce noise. A data engineer who runs 500 database queries a day is not exhibiting suspicious behavior — that is their job. An executive assistant who suddenly runs 500 database queries is a different matter entirely.

Allow a minimum 30-day baselining period before enabling alerting. Deploy UEBA in read-only/logging mode initially, tune thresholds against your observed data, then enable notifications. Skipping this step is the primary cause of high false-positive rates that kill program credibility.

Multi-Signal Correlation: Combine HR and Technical Signals

A single technical signal — even a high-confidence one — is insufficient basis for an investigation. The real power of an insider threat program comes from correlating HR lifecycle events with technical indicators in real time. This is the integration that only 21% of organisations have built, and it is the single highest-value architectural decision you can make.

Architectural note: HR integration does not mean security has unrestricted access to HR data. Build a purpose-limited API feed that delivers only the specific event types your program requires — resignation dates, PIP initiation, termination dates, contractor end-dates, disciplinary flags — without exposing sensitive HR content. Legal review of this integration is non-negotiable before going live.

DLP for Data Exfiltration: Protect Crown Jewels First

Data Loss Prevention deployed without a targeting strategy becomes noise. Attempting to monitor every file, every email, every upload across a 500-person organisation produces an alert volume that no team can action. The correct approach is to identify your crown jewels first, then build DLP policy around them.

Tip: Run a "crown jewels mapping" exercise before deploying DLP — you cannot protect what you have not identified. Conduct structured interviews with business unit leaders to identify the five to ten data sets that, if lost or stolen, would cause existential harm to the business. Most organisations run offboarding as an IT checklist executed on the last day of employment. That is far too late. By the time access is revoked on day zero, the data has been gone for weeks.

The proliferation of public large language model interfaces has created an exfiltration channel that most insider threat programs are not equipped to monitor. An employee who pastes a complete customer database query result into ChatGPT to "help format the report" has exfiltrated that data as effectively as emailing it to a competitor — but most DLP tools have no visibility into that event at all.

Endpoint DLP layer: Configure your endpoint DLP agent to inspect clipboard operations and large text inputs to monitored AI domains. Alert on events where content matching crown jewel data patterns (PII regex, IP classification labels, source code signatures) is included in outbound POST requests to AI service endpoints.

Most enterprise DLP platforms released in 2023 or later include dedicated AI governance modules. If yours does not, a proxy-based TLS inspection approach can achieve equivalent coverage for managed devices.

Investigation and Response: Privacy-Preserving Workflow

When a high-confidence alert fires, the investigation workflow is where most programs either succeed or create significant legal and operational risk. Privacy-preserving investigation means collecting only what is proportionate to the suspected violation, involving Legal and HR from the first escalation, and maintaining a documented evidence chain from the outset.

  • Triage the alert: confirm it is not a false positive against baseline before any escalation
  • Assign case number and open investigation record in case management system
  • Immediately notify Legal and HR — do not proceed to collection without sign-off
  • Determine investigation scope: what data, what systems, what timeframe is relevant
  • Preserve relevant logs in write-once storage before any further access (legal hold)
  • Collect technical evidence: SIEM logs, DLP events, UEBA anomaly records, access logs
  • Do not access personal email, personal devices, or personal cloud accounts without legal authority
  • Interview the subject only after Legal review of interview scope and format
  • Document chain of custody for all evidence collected
  • Determine outcome: HR action, termination, law enforcement referral, or no action
  • Close case with documented rationale — including cases that clear the subject
  • Conduct post-incident review: did the detection work as designed? What needs tuning?

A documented privacy impact assessment (PIA) for your insider threat program, reviewed by Legal and approved by leadership, is the prerequisite that makes all of the above defensible. If your program does not have one, building it is the first step — not an optional addition.

Focus on access anomalies, not activity volume. The biggest insider threat signal is access that does not match the employee's role. A departing engineer accessing the sales CRM and exporting 200 contacts is far more significant than that same engineer running 10,000 build jobs in CI/CD. Tune your UEBA rules to fire on access pattern deviations, not raw activity thresholds.

Ask each leader: "If this data set left the building tomorrow, what would the business impact be?" Rank results by impact and buildability. Start with the top three.
